I think it all depends on the person's background and upbringing, I feel that some issues needs to be discussed and worked out before going forward in the relationship, most people don't discuss finances until there's a problem and that's when things start to fall apart, I'm sure people just talk it out before moving in or marriage.And why not just have an account for your bills and yet maintain personnal accounts, if the 2 are communicating, than it does matter who pays the bills, and who makes more, some people just don't know how to share and are not real honest with their partner about what they want and puts up a front, It's not a husband job to pay the bills, as a partner if the two cares the discussion should take place befor the bills start to come in.Not all women wants their bills and some women do make more then their husbands, and they get along, it's communication people there lies your problem and your solution.
